Dehradun: Retired IAS officer Utpal Kumar Singh has been appointed as Secretary in Lok Sabha. Uttarakhand Chief Minister Trivendra Singh Rawat extended his greetings to Utpal Kumar Singh on his appointment.
A 1986 batch IAS officer, Utpal Kumar Singh, has dedicated 34 years of his life as a public servant. The tenure of the present LS general secretary Snehlata Shrivastava will terminate on November 30.
According to the notification issued by the Lok Sabha secretariat, the appointment was approved by Lok Sabha Speaker Om Birla on August 28 and Singh has been appointed Secretary on a contract.
"The speaker is pleased to appoint Utpal Kumar Singh, IAS (retired) as secretary on contract basis in level 18 in the Pay Matrix with effect from September 1, 2020, until further orders," said a notification from the Lok Sabha Secretariat.
The detailed terms and conditions of his appointment will be issued later, it said.
Singh had served as the chief secretary of Uttarakhand before retiring on July 31 this year.
In 1986, Utpal Kumar Singh was posted as Sub-divisional Magistrate (SDM) in Uttar Pradesh's Itawa district. Later on, Singh also was appointed as Joint Secretary in the Finance and Sports department in Lucknow. During his tenure as Joint Secretary, he worked on several government schemes on the grassroots level and ensured the all-around development of the people.

Utpal Kumar Singh was appointed as District Magistrate in UP's Siddarthnagar and also got a chance for training in the United States. Singh was also appointed DM for Muzzafarpur and Shahjahnpur and was also given the responsibility of Managing Director (MD) of the Tourism dept. in Lucknow's Secretariat.
In June 2000, Utpal Kumar Singh was posted as MD of Kumaon Mandal Vikas Nigam. Utpal Kumar Singh was made MD of Garhwal Mandal Development Corporation.
Utpal Kumar Singh was sent to the former Prime Minister Manmohan Singh's cabinet in the year 2012, in view of his skillful performance and his excellent working style, where he served as Joint Secretary in the Ministry of Agriculture. After his promotion here, he was made an Additional Secretary.
However, Uttarakhand Government called him back and made him Uttarakhand Chief Secretary. After this, he held various positions in the state cabinet.
