All you need to know about Gurjar agitation

On Wednesday, an agreement was reached between the cabinet sub-committee of the government and the 17-member Gurjar delegation. Gurjar leader Colonel Kirori Singh Bainsla gave his consent to the 6-point agreement signed by the government in meeting with CM Ashok Gehlot at his residence.

New Delhi:The agreement between the Gehlot government and the Gurjar Sangharsh Samiti was finally agreed to after 11 days of talks when the government accepted all the six demands of the Gurjar community and issuing a 6-point agreement.

At the same time, after the agreement with the government, Vijay Bainsla said that he will go back on the railway track with the Gurjar leaders and only after discussing with the Gurjar community there will be a declaration to end the agitation.

Here's what the agreement was on:

1. The compensation would be given to the family of 3 persons who were injured and later died during the Gujjar Reservation Movement, an amount of Rs. 5 lakhs from the Chief Minister's Relief Fund and the government job to a dependent member of the concerned family as per the merit.

2. Orders have been issued by the Personnel Department to give benefits to 1252 candidates of Most Backwards caste (MBC) category according to regular pay scales.

3. During the course of Gujjar reservation movement, the cases filed till date will be withdrawn, there will be a meeting with the Sangharsh Samiti every 3 months for the trial of the remaining cases. No malicious arrests will be made on this basis.

4. A committee will be set up in relation to the recruitments under process. The subject to be considered as the candidate for recruitment by the said committee will be examined in the context of rules from other states in this regard along with the legal grounds. The committee will listen to the side of the reservation struggle committee in this regard.

5. Action will also be ensured as per agreement point five reached at Malarna Dungar on 15 February 2019.

6. Under Devnarayan Yojana, 50 beds have been sanctioned for MBC girls' hostels and 50 new beds will also be sanctioned.

Talks between Colonel Bainsla and Gehlot took place at CM’s residence

What did Vijay Bainsla say?

At the same time, after the negotiations, the government released a 6-point agreement. After the agreement with the government, Vijay Bainsla said that he will go back on track with the Gurjar leaders, after discussing with the Gurjar community there will be a duly announcement to end the agitation. However, Vijay Bainsla said, the matter regarding the recruitment and backlogs under process is not settled yet, for this some meetings are yet to be held. Bainsla said that the demands which were not being met for the last 2 years, were included in this agreement.

What did Gurjar leader Himmat Singh of another faction say?

Himmat Singh, leader of another faction of Gurjar Samaj, said that the appointment letter for which Vijay Bainsla has been harassing the general public for the last 11 days was not given yet. The government was accepting all these demands from day one. Himmat Singh asked that when 35 thousand appointments could not be given under the backlog, then why was this movement carried out? The faction of Himmat Singh Gurjar accused Bainsla that it was not the demands of the Gurjar community behind this agitation, but the political ambition of someone behind the movement.

Sub-committee was constituted, ministers had to be changed

The government first formed a committee under the leadership of Ashok Chandna and Raghu Sharma to talk to Gurjar leaders, which was not successful. After this, Gehlot changed the ministers and formed a sub-committee, which talked to Gurjar leader Colonel Kirodi Singh Bainsla and was also successful in persuading them.

It is pertinent to mention that Energy Minister BD Kalla, Minister of State for Technical Education Dr. Subhash Garg and Minister of State Tikaram Julie have signed an agreement with the Gujjar Arakshan Sangharsh Committee on behalf of the State Government.

Chief Secretary Niranjan Arya took meeting

Actually, there was a conversation between the government and the representative party of the Gurjar community in Jaipur. Colonel Bainsla, his son Vijay and the senior leaders of the society were present in it. The meeting was taken by Chief Secretary Niranjan Arya. In this meeting, DGP ML Lathar, Principal Secretary, Home Department Abhay Kumar, Finance Department, top officials of the Personnel Department were also present.

From the announcement of Gurjar agitation to its end ...

• On October 17, Gurjar leader Colonel Kirori Singh Bainsla convened a mahapanchayat in Malarna Dungar.

• In the Mahapanchayat, the government was given an ultimatum till 31 October; Colonel Kirori Singh Bainsla announced Gurjar agitation from 1 November.

• On October 29, the government sent a proposal for talks, Bainsla turned it down.

• On October 30, the government stopped internet service in many districts.

• On 31 October, in view of security, the Gehlot government-imposed RASUKA (National Security Act) in 8 districts.

• In Bharatpur, Dholpur, Sawai Madhopur, Dausa, Tonk, Bundi, Jhalawar and Karauli, DM was given the power to apply RASUKA.

• On October 31, a 41-member delegation of Gurjar leaders (Himmat Singh Gurjar) met Ashok Chandna and Raghu Sharma in Jaipur.

• Gujjars sat on dharna since 1 November, after which the route of two dozen trains was diverted, 250 roadways buses stopped operating.

• On November 3, senior IAS officer Neeraj K Pawan reached the Pilupura railway track for talks with Gurjars, the talks were inconclusive.

• On November 8, ministers Subhash Garg and Ashok Chandna appealed to the Gurjar leaders to have a talk across the table

• On 9 November, Minister of State for Sports Ashok Chandna held talks with Colonel Kirodi Singh Bainsla in Karauli, but it did not conclude on a happy note.

• On 11 November, an 11-member committee of Gurjar leaders reached Jaipur under the leadership of Colonel Kirori Singh Bainsla and spoke to BD Kalla, ministers Subhash Garg and Tikaramjuli, who were included in the government sub-committee. In this meeting, there was talk on 6 points between the government and the committee.

• On November 11, Colonel Kirori Singh Bainsla met Gehlot and spoke of ending the movement.
