Phase 5: Baramulla Records Highest Polling Since 1967; Mumbai Seats Fare Poorly, Yet Again | As It Happened

In the fifth phase of Lok Sabha polls, 49 constituencies in six states and two UTs including the high-profile Rae Bareli and Amethi seats went to polls on Monday (May 21). The 49 seats also included all 6 parliamentary constituencies in Mumbai. In addition, 35 assembly constituencies in Odisha voted simultaneously. Here are all the major happenings of phase 5 Lok Sabha elections.

The highlight of this phase was Baramulla Parliamentary Constituency which logged a polling percentage of 58.17, the highest turnout since 1967

In Phase 5 of the 7-phase Lok Sabha Elections, as many as 49 Parliament Constituencies across six states and two union territories voted today (May 20).Over 8.95 crore voters were registered to exercise their franchise in 94,000 polling stations set up by the election commission. Polling for 35 Assembly Constituencies of the Odisha Legislative Assembly also took place simultaneously.

The 8 States/UTs that went to polls in phase 5 today were Bihar, Jammu and Kashmir, Ladakh, Jharkhand, Maharashtra, Odisha, Uttar Pradesh, and West Bengal. Till 4th phase, the Lok Sabha Elections 2024 has seen the voter turnout at polling stations of about 66.95%. Around 451 million people have already voted, during the first four phases of ongoing General Elections.

Tuesday's (May 21) Update:According to the latest figures provided by Election Commission on its official app on Tuesday morning,phase 5 has recorded a turnout out 60.48% with West Bengal logging the highest (76.05%) polling, and Maharashtra the lowest (54.33%). The overall turnout in these 49 constituencies in 2019 was 61.82%. The highlight of this phase was Baramulla Parliamentary Constituency which logged a polling percentage of 58.17, the highest turnout since 1967.   • 7.35 PM - Phase 5 Sees Approximate Voting Turnout of 57.44%
    An approximate voter turnout of 57.44% was recorded in phase 5 of the 2024 Lok Sabha Election on Monday. West Bengal recorded the highest 73% polling while Maharashtra, courtesy of a poor show in six Mumbai seats, saw a meagre 48.88% turnout. The six parliamentary seats and their respective polling percentage in 2024 as compared to 2019 Lok Sabha election was: Mumbai North (55.21% as against 60.09% in 2019), Mumbai North Central (51.42% now vs 54.68% in 2019) Mumbai North East (53.75% now, 57.23% in 2019), Mumbai North West (53.67% now vs 54.31% in 2019), Mumbai South (47.70% vs 51.59% in 2019), and Mumbai South Central (51.88% now vs 55.40% in 2019).   • 7.30 PM - Voting Process Delayed Deliberately in Mumbai: Uddhav
    Shiv Sena (UBT) president Uddhav Thackeray alleged on Monday afternoon that voting was delayed at several places in Mumbai and the Election Commission of India was doing this deliberately at the behest of the Narendra Modi government. Delay was taking place at the polling booths in areas where his party expects more votes, he said at a press conference here while urging electors to stand in queues as long as early morning if the process was slow. As per poll officials, a voter turnout of 48.66 per cent was recorded till 5 pm in 13 Lok Sabha seats in Maharashtra. "Dirty games are being played through the Election Commission.   • 6.15 PM - Voting Concludes in 5th Phase
    Phase 5 of the Lok Sabha elections concluded at 6 pm. Till 5 pm, the approximate voter turnout in 49 seats across 8 states/UTs was 56.68%. ECI will update the figures after 7 pm.
  • 5.46 PM - Approximate Turnout at 5 PM is 56.68%. Mumbai Constituencies Log Poor Numbers
    Bollywood city Mumbai recorded a poor turnout as six parliamentary constituencies in the city recorded below 50% polling till 5 pm in the 5th phase of Lok Sabha elections. The six parliamentary seats and their respective polling percentage till 5 pm was: Mumbai North (46.91%), Mumbai North Central (47.32%) Mumbai North East (48.67%), Mumbai North West (49.79%), Mumbai South (44.22%), Mumbai South Central (48.26%).   • 5.15 PM - Salman Khan Cast Vote
    Bollywood superstar Salman Khan was spotted at a poll station in Mumbai as the city voted in the fifth phase of Lok Sabha elections on Monday. The actor was seen being escorted by security personnel as he arrived at a polling booth in the city. He cast his vote in the final few hours of the polling day.   • 4.45 PM - Sporadic Incidents of Violence, Over 1000 Complaints in Bengal
    Over 47 per cent voter turnout was recorded till 3 pm on Monday in 49 constituencies in six states and two Union Territories in the fifth phase of Lok Sabha elections amid sporadic incidents of violence in West Bengal and poll boycott in a village of Uttar Pradesh. EVM glitches were also reported in some booths of Odisha and West Bengal. While Maharashtra recorded the lowest voter turnout till 3 pm with 38.77 per cent voters exercising their franchise, West Bengal recorded the highest voting percentage of 62.72. Scattered incidents of violence marred the polls in seven parliamentary constituencies of West Bengal where TMC and BJP workers clashed in various parts of Barrackpore, Bongaon, and Arambagh seats. The poll panel said it has received 1,036 complaints from different political parties alleging EVM malfunctioning and agents being stopped from entering booths.     Union Home Minister and BJP leader Amit Shah, while addressing a public rally in Jhajjar, Haryana, on Monday slammed the Congress for 'spreading lies' that BJP will scrap reservation if it gets a majority. "Congress spreading lies that if BJP gets the majority, the reservation will be scrapped. Till the time BJP is in Parliament no one will be able to touch the reservation...Rahul Gandhi at the start of this election started the Bharat Jodo Yatra and by the election ends it will be 'Congress Dhundo Yatra'.   • 3.15 PM - Fadnavis Urges EC To Look Into Complaints of Slow Voting in Mumbai
    Maharashtra Deputy Chief Minister Devendra Fadnavis on Monday said he has requested the Election Commission of India to look into complaints of slow pace of voting in Mumbai. Polling was underway from 7 am in 13 Lok Sabha constituencies in Maharashtra, including six in Mumbai, and will continue till 6 pm. Till 1 pm, Mumbai North seat witnessed 26.78 per cent polling, Mumbai North Central 28.05 per cent, Mumbai North East 28.82 per cent, Mumbai North West 28.41 per cent, Mumbai South 24.46 per cent and Mumbai South Central 27.21 per cent, as per official data.   • 3.02 PM - Over 2,000 Villagers Boycott Polls in Jharkhand
    Over 2,000 voters in a village in Jharkhand's Hazaribag district boycotted the Lok Sabha election on Monday because their long-standing demand for a bridge had not been met. The incident took place in Kusumbha village under the jurisdiction of Katkamdag police station, nearly 105km from state capital Ranchi. The village is part of Hazaribag Lok Sabha constituency. By noon, no votes had been cast at booths 183 and 184, located at Upgraded Middle School, Kusumbha. Polling officials were seen waiting for voters.   • 2.45 PM - Former HDFC Chairman Flags Slow Voting Process
    After casting his vote, former HDFC Chairman Deepak Parekh flagged the slow voting process in south Mumbai. "I asked the man (polling official) who checked the name, what is the turnout now? He said it is low here in South Bombay. But, the process is also slow. I know some people who stood for 1 hour and went as the weather was hot... It is necessary to have a stable government. It is the key to progress. So we need stability. We need good leadership at the centre, which we've been having for the last ten years... India is doing well...     An active Kashmir militant's brother voted on Monday and appealed him to lay down arms and return to his family. Rouf Ahmad Lone, the brother of Lashkar-e-Taiba (LeT) militant, Umar Lone released a video message to the general voters and his militant brother.     Batting legend Sachin Tendulkar, who voted earlier today, has urged people to cast their votes as the same was "extremely important for our nation".   • 1.05 PM - Centenarian Freedom Fighter GG Parikh Votes in Mumbai
    Centenarian freedom fighter Dr G G Parikh, who has been voting since India's first general elections in 1951-52, exercised his franchise in the Mumbai South Lok Sabha seat, which went to polls in the fifth and final phase in Maharashtra on Monday. Though the Election Commission of India (ECI) provided a home voting facility for senior citizens above 75, a wheelchair-borne Parikh (100) chose to visit the polling station at Girton High School in Grant Road.

  • 11.15 AM - IRB Jawan Dies in Uttar Pradesh
    An IRB jawan died on election duty died of ill health on Sunday night. He was posted at an election booth in Mirchwara village in Lalitpur district of Uttar Pradesh. Voting is taking place in Jhansi-Lalitpur Lok Sabha seat today. The deceased trooper from Manipur was identified as Hojamang (54) who collapsed on Sunday night. He was taken to the nearest health center from where, he was referred to Jhansi Medical College, where doctors declared him dead. In another incident, health of a polling worker at Ganeshpura Khandi primary school in Talbehat also deteriorated. Lakhan Lal (51) was immediately taken to CHC Talbehat. From here he was referred to the district hospital. SDM Nishant Tiwari reached CHC and inquired about the well being of the employee.

    Uttar Pradesh Chief Electoral Officer Navdeep Rinwa on viral video showing youth casting multiple votes on an EVM. "Last evening, a video went viral which showed a youth casting his vote on an EVM multiple times...It was probed, and found to be from Farrukhabad Lok Sabha constituency. It is specifically from a village in Aliganj Assembly constituency that comes under Etah district...The youth was identified and FIR was registered under sections of Representation of People Act, IPC and Information Technology Act. He has been arrested...Suspension and departmental action on the polling party of that booth have been decided. Re-election has been recommended to the Election Commission," he said.

    Actors Akshay Kumar and Farhan Akhtar are among the first Bollywood stars to cast their votes today. While Akshay voted at a polling booth in Juhu, Farhan was spotted at a booth in Bandra West. Speaking to reporters, Farhan said his vote is for "good governance and the government that looks after all people".   • 7.25 AM - Congress' Amethi Candidate On Rahul Gandhi's Assurance
    Congress candidate from Amethi Lok Sabha, KL Sharma says he is confident of his win as voters cannot be 'misled' now. "Whatever is there in mind of the people, they will vote according to it... When people start fighting, then you cannot mislead people by making false promises... They need to talk about inflation, unemployment, and infrastructure... We have fought the election positively... The other day Rahul Gandhi assured me of a result similar to that of Raebareli and that gave me confidence," Sharma told ANI shortly before voting began in Amethi.

  • 7.10 AM - Voting in Mumbai Seats - A Brief
    Polling has begun for 13 of the 48 Lok Sabha seats in Maharashtra, including six in Mumbai, in the fifth and last phase of general elections in the state. Voting began at 7 am in 24,553 polling centres and will end at 6 pm. Altogether 2.46 crore persons are eligible to cast vote to decide the fate of 264 candidates in Mumbai North, Mumbai North Central, Mumbai North West, Mumbai North East, Mumbai South Central, Mumbai South, Thane, Kalyan, Bhiwandi, Palghar, Nashik, Dindori and Dhule seats. Union ministers Piyush Goyal , Bharati Pawar and Kapil Patil are among the key nominees of the BJP, which has also fielded lawyer Ujjwal Nikam.     Early visuals from show industrialist Anil Ambani standing in a queue at a polling booth in Mumbai. Meanwhile in Bengal, BJP MP and candidate from Barrackpore, Arjun Singh has alleged TMC candidates Partha Bhowmik of distributing money among voters. "Violating all rules, Partha Bhowmick (TMC candidate) distributed money last night. He is doing this to facilitate hooliganism. We will try to have peaceful elections but if that doesn't happen, government would be responsible for it," he said. "A complaint has already been made to the Election Commission...If such things keep happening, it will not be good for Partha Bhowmick," the BJP candidate added. Read More...

  • 7 AM - Voting Begins in Over 94000 Polling Stations
    Voting has begun in over 94,000 polling stations across the 8 states/UTs in 5th phase of the 2024 Lok Sabha elections. Around 9.47 lakh polling officials are deputed to carry out the exercise and welcome over 8.95 crore voters. Polling also begins for 35 seats in Odisha's second round of assembly elections.

    Prime Minister Narendra has appealed to the people to vote in record numbers, even as he specifically asked women and young voters to exercise their democratic right. "As 49 seats across 8 states and UTs go to the polls today in the 5th phase of the 2024 Lok Sabha elections, urging all those whose constituencies are polling today to vote in record numbers. I specially call upon women voters and young voters to exercise their franchise," PM Modi posted on X shortly before the voting begins in phase 5.
  • 6.30 AM - Mock Polls Underway across 8 states/UTs
    Hello and welcome to ETV Bharat's live blog of Phase 5 of Lok Sabha elections. Mock polling is underway in over 90,000 polling stations across six states and two union territories going to polls today. The voting is set to begin 7 am. Over 8.95 crore voters include 4.69 crore male, 4.26 crore female and 5409 third gender electors are set to exercise their franchise today.
