Both houses of the Parliament were adjourned for the day on Wednesday (Dec 12, 2024) amid ruckus over several issues. The Rajya Sabha was adjourned for the day shortly after it reconvened at 12 pm after the initial adjournment. The opposition and treasury benches argued over the impeachment notice against the House Chairman and Vice President Jagdeep Dhankhar.

Similar scenes were witnessed in the Lok Sabha as well which saw repeated adjournments following spats between the treasury and the opposition benches on various issues including the Manipur situation, the BJP's allegations on Congress leaders' links with billionaire George Soros and remarks made on Union minister Jyotiraditya Scindia.

After days of disruptions, the Lok Sabha took up the entire Question Hour which was followed by the Zero Hour with members raising issues related to their constituencies. Trouble broke out in the House when Congress member Gaurav Gogoi raised the issue of violence in Manipur and accused the BJP of using the Soros issue to hide its "failures" in the northeastern state.

Commerce minister Piyush Goyal hit back, accusing the Congress leadership of having links with Soros-backed outfits that were allegedly working to destabilise India. As the opposition and treasury benches traded charges, BJP member Sandhya Ray, who was in the chair, adjourned the proceedings till 2 pm.

When the House reconvened, the Railway (Amendment) Bill, which was pending for days, was passed following a debate. There were fresh verbal clashes when TMC's Kalyan Banerjee was speaking during a discussion on the amendments to the Disaster Management Act.

The TMC member alleged non-cooperation by the central government during the COVID-19 pandemic, but Minister of State for Home Nityanand Rai countered it, saying it was Prime Minister Narendra Modi who helped all the states and successfully handled the crisis by taking everyone along. Rai also alleged that the West Bengal government tried to put hurdles in the transportation of the Covid vaccines through the state.

Scindia stood up to support Rai, saying that India had emerged as a "Vishwa Bandhu" during the pandemic and helped all the needy countries across the world. Following this, Banerjee attacked Scindia and made certain remarks against the minister which were expunged by Speaker Om Birla after an uproar.

The verbal spat between the treasury and opposition benches led to adjournment. When the House reconvened, Banerjee apologised for his remarks, but Scindia refused to accept it, saying the opposition members should desist from making personal attacks. Banerjee apologised again but protests from treasury benches continued.

A Raja, who was presiding the House, said the two have settled the matter between themselves. But as uproar continued, he adjourned the proceedings till 5 pm. When the House re-assembled, a Samajwadi Party member started speaking on the Bill. But noisy protests by the treasury benches continued, after which the Chair adjourned the House for the day.

Parliament Winter Session Day 12 LIVE: LS Adjourned For The Day After Protest Over Kalyan Banerjee Remark Against Scindia

After the House resumed its proceedings at 5 PM, the BJP members continued to protest the personal remark made by TMC MP Kalyan Banerjee against Union Minister Jyotiraditya Scindia.

DMK MP A Raja, who was in the chair, called on Samajwadi Party MP Ram Shiromani Varma, to speak on the Disaster Management (Amendment) Bill, 2024.

He appealed to the members of the treachery benches to listen to the SP MP, but as they continued their protest, the Speaker adjourned the House till 11 AM on December 12.

Parliament Winter Session Day 12 LIVE: Lok Sabha Ajourned Till 5 PM Over Ruckus Over Kalyan Banerjee's Comment on Jyotiraditya Scindia

Soon after the House resumed proceedings at 4.40 PM, Kalyan Banerjee said he did not want to hurt anybody and apologised to Jyotiraditya Scindia.

"I did not want to hurt anybody including Mr Sciandia and I am sorry," Kalyan Banerjee said.

Scindia said that Kalyan Banerjee has risen in this House and has said sorry. "I do not accept the apology," said Scindia.

DMK MP A Raja, who was in the Chair, said that the Speaker had settled the matter.

However, the members of the treasury benches continued to create a ruckus following which A Raja adjourned the proceedings of the House till 5 PM.

Parliament Winter Session Day 12 LIVE: TMC MP Kalyan Banerjee Opposes Disaster Management (Amendment) Bill, 2024

Trinamool Congress MP from Srirampur Kalyan Banerjee opposed the Disaster Management (Amendment) Bill. "The Bill destroys the federal structure," Banerjee said.

"India stands on the cusp of becoming the world's third-largest economy and is the most populous nation," he said.

He said that the Bill gives more powers to the Central government. "This Bill does not speak about cooperative federalism," Banerjee said.

"A good attempt has been made to destroy the federalism," added the Trinamool Congress MP. He said that today there are 268 Municipal Corporations in India.

There was a heated debate between Kalyan Banerjee and Nityanand Rai. "There is a song in Hindi - Jhoot Bole Kauka Katte and it will bite them," Banerjee said.

Union Minister Jyotiraditya Scindia interviewed said that the people of the country and the world helped the globe during COVID-19. Lok Sabha Speaker Om Birla urged the members not to make personal remarks.

"I come from a middle-class family. I do not belong to any Maharaja family," Banerjee said, which was opposed by Scindia and other BJP MPs. The Speaker said nothing will go on record and adjourned the House for half an hour.

BJP MP from Hardwar Trivendra Singh Rawat praised the Disaster Management (Amendment) Bill, 2024. He said that decentralization will help in times of disaster and those affected by it.

"Prime Minister Narendra Modi, who was the Gujarat Chief Minister, had proposed to redevelop Kedarnath (temple), but the then government did not allow it," Rawat said.

Congress MP from Thiruvananthapuram Shashi Tharoor opposed the Disaster Management (Amendment) Bill, 2024. "The Bill is even being debated in Parliament is miraculous," Tharoor said. Tharoor spoke in detail about the devastating landslides in Wayanad in Kerala. "We failed to prevent the disaster in Wayanad, where 480 people perished."

"This Bill institutionalises inefficiencies," Tharoor said. Tharoor further said that the National Disaster Management Authority (NDMA) needs to enhance its capacities.

The Disaster Management (Amendment) Bill, 2024 was moved by Minister of State for Home Nityanand Rai on behalf of Home Minister Amit Shah in the Lok Sabha. The Bill was introduced by Rai. "In the leadership of the Prime Minister, the results are seen about the steps taken for disaster management. After 2014, under the leadership of the Prime Minister and Home Minister, in 2016, the first national scheme was approved by the NDMA," Rai said.

He said that four battalions have been added to the National Disaster Response Force and the total number of battalions is 16.

Parliament Winter Session Day 12 LIVE: LS Passes Railways (Amendment) Bill, 2024

The Lok Sabha passed the Railways (Amendment) Bill, 2024, by a voice vote on Wednesday after a debate, which could not be held earlier due to frequent disruptions of House proceedings during the last week.

The government asserted that the Bill will not lead to the privatisation of the national carrier and alleged that a "fake narrative" is being propagated by some opposition members regarding this. Responding to the debate on the bill, Railway Minister Ashiwni Vaishnaw targeted the opposition, saying their "fake narrative" regarding railways will fall flat just like the one about the Constitution failed.

"A few members have said the Bill will lead to privatisation of railways, an attempt has been made to set a fake narrative. I want to appeal to them with all sincerity not to do this, their one fake narrative about the Constitution has already failed," Vaishnaw said.

The Railways (Amendment) Bill 2024 which seeks to enhance the functioning and independence of the Railway Board was introduced in the Lok Sabha during the previous Parliament session. With the inclusion of the Railway Board under the 1989 Railway Act, the appointment, qualifications, tenure and criteria for the Chairman and members of the Board will be the responsibility of the central government.

As part of the plan to improve railway operations, the Bill also includes provisions to appoint an independent regulator that will oversee matters like fare determination and ensure the competitiveness of the Railways.

Earlier, during the debate, opposition members alleged that the Bill would lead to the privatisation of railways and demanded that it be referred to a joint parliamentary committee for further scrutiny. They also requested the restoration of concessions for senior citizens.

Vaishnaw stressed the need to significantly enhance the capacity of the country's railway system. "Ours is a country of 1.40 crore people which is a rapidly growing economy. There is a need to significantly enhance railway's capacity. There has been a lack of investment in railways for over 50-60 years. "When PM Modi took over in 2014, the railways budget which used to be around Rs 25,000-30,000 crore, was increased to Rs 2.52 lakh crore. "Railway tracks up to 31,000 km have been added since then, including 5300 km within the last year which is more than Switzerland's entire railway coverage," he said.

Speaking in the Lok Sabha, Railway Minister Ashwini Vaishnav said, "I would like to state that the Chenab bridge, is 359 meters high and is taller by 35 meters than Eiffel Tower. Likeweise, a dedicated freight corridor which was zero today, now 350 trains run on it. The work for the redevelopment of 1300 stations is ongoing."

He said that the Prime Minister had told the ministers to work three more times in the third term.

Parliament Winter Session Day 12 LIVE: Parliament Logjam: Congress Asks Govt To Allow Both Houses To Function

Amid continued disruptions in Parliament, the Congress on Wednesday asked the government to allow both houses to function and not run away from a discussion on the Adani issue.

"Dear Modi Government, On behalf of the people of India, we humbly request you to not further sell our country, and allow the Parliament to run - don’t run away from discussion. Enough is enough!," AICC general secretary, organisation, K C Venugopal said in a post on X.

Parliament proceedings were washed out in the first week of the winter session starting November 25 due to protests by opposition members demanding discussion on issues like the indictment of industrialist Gautam Adani in a US court and Sambhal violence.

Since last week, the ruling BJP MPs have been raising the issue of alleged nexus between Soros and the Congress posing a threat to national security.

Congress general secretary, communications, Jairam Ramesh said his colleague Gaurav Gogoi has written to the Lok Sabha Speaker to ensure that Parliament functions and hoped that proceedings in both houses would resume normally.

"My colleague Gaurav Gogoi, Deputy Leader of Congress in the Lok Sabha, has written to the Speaker reiterating the INC's commitment to ensure Parliament functions smoothly. He has suggested a way forward to resume proceedings. But does the Modi Govt want both Houses to function," he asked.

Ramesh also recalled the words of Vice President Sarvepally Radhakrishnan and hoped the present chairman of the Rajya Sabha follows his words.

"May 16th 1952. It was the very first day of the Rajya Sabha. The Vice President of India and the Chairman of the Rajya Sabha, Dr. Sarvepalli Radhakrishnan, told the MPs: 'I belong to no party and that means I belong to every party in the House'. That is the essence of cool impartiality.

"It was also said of Dr. Radhakrishnan that he 'did not hesitate when the need arose to rebuke even the Prime Minister or expunge his remarks when they transgressed propriety...'. But those were different times!," the Congress leader also said.

The Rajya Sabha was adjourned for the day on Wednesday as opposition and treasury benches traded charges over the impeachment notice against the House Chairman and Vice President Jagdeep Dhankhar.

Parliament Winter Session Day 12 LIVE: Rajya Sabha Adjourned For The Day

Rajya Sabha was adjourned on the 13th day of the Parliament proceedings on Wednesday amid ruckus.
Union Parliamentary Affairs Minister Kiren Rijiju slammed Congress over the no-trust motion against Vice President Jagdeep Dhankar and said that if the opposition attacks the dignity of the Chairman, "we will protect".

Soon after the house met for the day, Kiren Rijiju said the son of the farmer has become Vice President and the entire country has seen he has kept the dignity of the House.

He also slammed the opposition saying, "You have no right to be members if you can't respect the Chair. We have taken an oath to protect the sovereignty of the country," he said. Rijiju also raised the issue of alleged links between American billionaire George Soros and the Congress claiming that the Congress was standing with anti-India forces.

"You stand with forces who are against the country. Notice has been given against the Chairman. It is difficult to find such a Chairman. He has always talked of the welfare of the poor, protected Constitution. We will not allow the drama of notice to succeed. What is the relationship between Soros and Congress? This should be revealed...Congress should apologise to the nation," he said.

Opposition members led by the Congress stood up to oppose the minister's speech and amidst the din the Rajya Sabha was adjourned till noon.The Opposition INDIA bloc on Tuesday submitted a no-confidence motion against Rajya Sabha Chairman Jagdeep Dhankhar to the Secretary General of the Upper House. Congress led by the INDIA bloc has been demanding a discussion over the Adani issue and also held a protest in the Parliament premises.

Several opposition MPs on Wednesday greeted their BJP counterparts in Parliament premises with the tricolour in one hand and a red rose in the other, as they urged the ruling party to ensure that the House functions and all issues, including the Adani matter, is discussed.

Parliament Winter Session Day 12 LIVE: Adjournment Notice On Communal Incidents Against Muslim community

Congress MP Imran Pratapgarhi on Wednesday gave a notice for adjournment of the House under Rule 267 for immediate discussion on the increasing violent communal incidents against the Muslim community in the country.

"From Sambhal to Ratlam, there is a long series of violent incidents steeped in communalism against the Muslim community in different parts of the country, at some places, the administration is taking unilateral action and at some places, the BJP is taking action," Pratapgarhi mentioned in his notice.

Further, he alleged that the Government has kept silent on the oppression of their citizens and appealed to them to allow a comprehensive discussion.
"There is open oppression by the organizations affiliated to it, the governments that have taken oath on the Constitution are openly keeping silence on the oppression of their citizens, therefore, you are requested to allow a comprehensive discussion on this important subject by postponing all work in the Upper House," the notice further read.

Parliament Winter Session Day 12 LIVE: Dubey's Defamatory Remarks From Record: Congress To Birla

Congress Deputy Leader in Lok Sabha Gaurav Gogoi has urged Speaker Om Birla to examine the party's complaint against BJP MP Nishikant Dubey's "defamatory remarks" against Rahul Gandhi and remove them from the record.

Gogol said after the Speaker's decision, the Congress party is keen to participate in the legislative business listed for the ongoing Winter Session of Parliament.

Posting the letter on X, Congress General Secretary (In-charge, Communications) Jairam Ramesh said Gogoi has written to the Speaker reiterating the Congress' commitment to ensure Parliament functions smoothly.

Gogoi has suggested a way forward to resume proceedings, he said.

But does the Modi government want both Houses to function, Ramesh asked.

In his letter to Birla dated December 10, Gogoi said, "As highlighted in my previous letters to you on December 5, 2024 and December 6, 2024, we remain deeply concerned about the defamatory remarks made by Member of Parliament Nishikant Dubey against Leader of Opposition Shri Rahul Gandhi and Member of Parliament from Wayanad Priyanka Gandhi Vadra during the Zero Hour Session on December 5, 2024." "I implore you to announce your decision to examine our complaint and remove all defamatory and unparliamentary remarks from the record," Gogoi said.

"After your decision, the Congress Party is keen to participate in the Legislative Business listed for the ongoing Winter Session of Parliament," he said.

Hitting out at BJP MP Dubey for drawing linkages between a foreign investor and Leader of Opposition Rahul Gandhi, the Congress last Thursday had said "agents of Adani" have been given only one task of defaming and abusing those who expose the conglomerate's "mega corruption".

Speaking with reporters outside Parliament, Gogoi had said whenever Rahul Gandhi speaks against Adani, the "sleeper cells of Adani" in Parliament get activated.

Dubey's remarks targeting Rahul Gandhi and seeking to link him to a US-based multi-billionaire, triggered uproar in the Lok Sabha, leading to adjournment of proceedings.

Raising the issue during Zero Hour, Dubey had claimed the Congress-led opposition had tried to derail Parliament proceedings based on reports in a French publication which had alleged links to the billionaire investor.

He alleged the US-based investor, investigative media platform Organised Crime and Corruption Reporting Project (OCCRP) and the Congress were trying to derail India's success story under the leadership of Prime Minister Modi.

Dubey said several opposition leaders raised the issues flagged in media reports, many of which were published on the eve of Parliament sessions in India.

Congress members were up on their feet protesting against Dubey as he tried to put questions to Rahul Gandhi and Priyanka Vadra.

The Opposition INDIA bloc on Tuesday submitted a no-confidence motion against Rajya Sabha Chairman Jagdeep Dhankhar to the Secretary General of the Upper House.
In a post on X, Congress leader Jairam Ramesh said that the INDIA group had no option but to formally submit a no-confidence motion against the Rajya Sabha Chairman for the extremely "partisan manner."
"ALL parties belonging to the INDIA group have had no option but to formally submit a no-confidence motion against the learned Hon'ble Chairman of the Rajya Sabha for the extremely partisan manner in which he has been conducting the proceedings of the Council of States. It has been a very painful decision for the INDIA parties to take, but in the interests of parliamentary democracy, they have had to take this step.
