Srinagar: A voter turnout of more than 61 per cent was recorded in the first phase of assembly polls covering 24 segments across seven districts in Jammu and Kashmir on Wednesday, the Election Commission said. The final polling percentage can go up as data from some stations are yet to be compiled, and this also does not include postal ballots, the commission said. Chief Electoral Officer P K Pole said the voting concluded peacefully.
Kishtwar district recorded the highest 80.14 per cent polling followed by Doda (71.34 per cent) and Ramban (70.55 per cent) in the Chenab Valley region of Jammu, the Election Commission said, quoting the latest information. In south Kashmir, Kulgam district led the turnout chart with 62.46 per cent followed by Anantnag district (57.84 per cent), Shopian district (55.96 per cent) and Pulwama district (46.65 per cent), the EC said.
There was not a significant change from 2014 in the voter turnout in the 24 segments that voted in phase one of the Jammu and Kashmir polls. According to the Statistical report of the Election Commission of India on the 2014 Jammu and Kashmir Legislative Assembly polls, the voter turnout in these districts was 60.19 per cent. In the 2014 assembly polls, there were 22 seats in the districts of Doda, Kishtwar, Ramban, Anantnag, Kulgam, Pulwama and Shopian where polling was held on Wednesday. However, after the delimitation exercise of 2022, two seats -- one each in Doda and Kishtwar districts -- were added.'
While the two segments in the militancy-infested Shopian district registered higher voter turnout in these elections, the percentage of people exercising their franchise in the neighbouring Pulwama district dropped by a couple of percentage points.
People voted with enthusiasm in the first phase of the Assembly Election in Jammu and Kashmir on Wednesday. The elections are being held after a decade and would count as the first regional elections in the Union Territory after the abrogation of Article 370 and the division of the erstwhile state into two union territories directly administered by the Union government in 2019.
In the first of three-phase elections, 24 assembly constituencies went to polls. The voting began at 7 am. The 24 constituencies are from seven districts. Four constituencies are in Pulwama, two in Shopian, three in Kulgam, seven in Anantnag, three in Kishtwar, three in Doda, and two in Ramban. The Election Commission of India made elaborate security and logistic arrangements for polling. Earlier, the campaign by the political parties in the first phase concluded on Monday evening. The Commission's statistics show 23.27 lakh voters were eligible to cast their vote. This includes 5.66 lakh young voters and 1.23 lakh first-time voters. The ECI has established 3,276 polling stations for voting in the 24 constituencies.

The PDP debutant faces the two-pronged challenge to revive the beleaguered PDP in the aftermath of Article 370 abrogation and retaining the Srigufwara-Bijbehara seat in this election.

Kishtwar DM Rajesh Kumar Shavan said that there was "some confusion among people here, there was a crowd here and it has been resolved".

Jammu And Kashmir Assembly Elections 2024 Live Updates | 41.17% Turnout Till 1 PM, Inderwal Leads with 60.01%, Tral At Lowest With 26.75%
The voter turnout in Phase 1 of the Jammu and Kashmir Assembly elections has seen a steady increase since polling began at 7 am. As of 1 pm, the overall voting percentage reached 41.17%, a significant rise from the earlier updates at 9 am (11.11%) and 11 am (26.72%). Inderwal constituency continued to lead in turnout with 60.01%, while Tral recorded the lowest participation with just 26.75%.
Polling in Anantnag constituency, which had started with a turnout of 6% at 9 am, improved steadily to 16.90% by 11 am and 27.40% by 1 pm. Similarly, Anantnag (West) saw an increase from 8.55% at 9 am to 21.26% at 11 am, eventually reaching 32.07% by early afternoon.
Banihal, which recorded 11% voter turnout at 9 am, saw a significant rise to 30% by 11 am, hitting 49% by 1 pm. Bhaderwah's turnout mirrored this trend, increasing from 12.52% to 30.38% by 11 am and reaching 48.37% at 1 pm.
In DH Pora, the voting percentage climbed from 11.10% in the morning to 27.74% by 11 am and further to 43.66% by 1 pm. Devsar started with 10.25%, then jumped to 24.32% and settled at 36.78% in the afternoon. In Dooru constituency, voter turnout steadily increased throughout the day, starting at 10.42% at 9 am and rising to 26.97% by 11 am. By 1 pm, the turnout had further climbed to 41.30%.
Doda constituency saw a steady increase from 12.80% to 31.96% by 11 am, with 50.34% turnout by 1 pm. Neighboring Doda (West) also showed a rise from 13.56% in the morning to 35.08% by mid-day, closing with 54.80% turnout by 1 pm.
The highest turnout overall was in Inderwal, which progressed from 16.01% at 9 am to 40.36% by 11 am and soared to 60.01% by 1 pm. On the other hand, Kishtwar followed suit, growing from 15.02% to 54.36% by early afternoon.
Kokernag (ST) climbed from 12% to 41% by 1 pm, while Kulgam saw an increase from 10.98% to 39.75%. Padder-Nagseni surged from 12.62% to 56.48%. Pahalgam, which started at 12.56%, eventually recorded a turnout of 47.68% by early afternoon.
Pampore witnessed a lower turnout compared to other constituencies, starting with 8.81% and ending at 28.88%. Pulwama, which recorded 10.50% at 9 am, rose to 32.55% by 1 pm. Rajpora similarly grew from 9.97% to 31.04%.
In Ramban, the voter turnout surged from 13.08% to 50.56% by early afternoon. Shangus (Anantnag East) saw an increase from 10.28% to 36.73% by 1 pm, while Shopian improved from 13% to 40.45%.
Srigufwara-Bijbehara followed a similar trend, increasing from 11.60% at 9 am to 39.20% by early afternoon. Meanwhile, Zainapora, which started with a 10% turnout, climbed to 37.11% by 1 pm. The lowest turnout so far is in Tral, where participation grew from 7.33% to 17.50% by 11 am, but only reached 26.75% by 1 pm.

Over 26 percent votes were cast till 11 AM in the first phase of the Jammu and Kashmir assembly elections on Wednesday, the Election Commission of India said.
As per the ECI data, a cumulative turnout of 26.72 percent was recorded till 11 AM for the 24 constituencies going to polls across seven districts of Jammu and Kashmir.
Anantnag has reported the lowest turnout with just 16.90% while Inderwal seat in Doda district has recorded the highest voting at 40.36 percent till 11 AM as per the ECI figures.
In the constituency of Anantnag, the turnout rose from 6% to 16.90%. Anantnag (West) saw a notable increase from 8.55% to 21.26%. Banihal experienced a significant jump from 11% to 30%, while Bhaderwah's turnout climbed from 12.52% to 30.38%. DH Pora improved from 11.10% to 27.74%, and Devsar saw a rise from 10.25% to 24.32%.
Doda's voter turnout increased from 12.80% to 31.96%, and Doda (West) saw a remarkable jump from 13.56% to 35.08%. Dooru's participation grew from 10.42% to 26.97%. Inderwal recorded the highest turnout, climbing from 16.01% to 40.36%.
Kishtwar saw an increase from 15.02% to 26.38%, and Kokernag (ST) rose from 12% to 29%. Kulgam improved from 10.98% to 26%, while Padder-Nagseni's turnout grew from 12.62% to 32.15%. Pahalgam experienced a rise from 12.56% to 31.62%.
Pampore's turnout increased from 8.81% to 19.60%, and Pulwama saw a rise from 10.50% to 23.09%. Rajpora's participation grew from 9.97% to 21.17%. Ramban's voter turnout climbed from 13.08% to 32.85%, and Shangus (Anantnag East) rose from 10.28% to 25.09%.
Shopian saw an increase from 13% to 27%, and Srigufwara-Bijbehara's turnout grew from 11.60% to 27.60%. Tral, despite a minimal rise from 7.33% to 17.50%, recorded the lowest turnout. Zainapora improved from 10% to 25%.

Amid the ongoing voting in the first phase of Jammu and Kashmir assembly elections, the People's Democratic Party has alleged violation of Model Code of Conduct (MCC) by the National Conference workers the party said were “influencing voters” outside a polling booth in south Kashmir's Pulwama.

As Jammu and Kashmir goes to assembly polls after a decade under the Union Territory set-up in the backdrop of Article 370 abrogation, cadres of the banned socio-religious organisation Jamaat-e-Islami flocked the polling booths to exercise their franchise with many leaders in the fray in the first phase of the elections.
Dr Talat Majid, an independent candidate backed by the banned Jamaat-e-Islami (JeI), cast his vote in Goripora village in Pulwama district of Jammu and Kashmir early Wednesday morning.
Talking to ETV Bharat, Dr Majid, who is contesting from the Pulwama assembly segment said that the JeI was participating in the polls after a gap of nearly 40 years “to provide an alternative to the people of Jammu and Kashmir” and rid them of the opportunistic politics of the regional parties.
